Today, March 10, 2025, Community Advocate December Rust officially filed a Temporary Restraining Order (TRO) with the New Hampshire Superior Court, seeking to postpone tomorrow's election and launch a full investigation into financial misconduct, conflicts of interest, and election integrity violations by the Board of Selectmen (BOS).
The TRO outlines five years of mismanagement and selective governance by Roger Emerson, Linda MacNeil, and Carrie Gendreau—documenting how public funds were misused, housing needs were ignored, and political insiders were rewarded at the expense of Littleton residents.
December is taking this step to protect the integrity of Littleton’s democratic process and to demand accountability from town leadership. If the court denies the request to halt the election, the TRO also seeks the removal of Gendreau and MacNeil from office if they are elected, based on established conflict of interest and Code of Conduct violations.
💥 This is about more than an election—it’s about restoring trust, transparency, and accountability in Littleton's government.

It’s time to hold our leaders accountable. Stay informed. Stay engaged. Littleton deserves better!
Tonight, March 10, 2025, Community Advocate December Rust will present a formal petition to the Littleton Board of Selectmen (BOS) calling for an emergency town meeting to address documented misconduct, conflicts of interest, and financial mismanagement by Roger Emerson, Linda MacNeil, and Carrie Gendreau.
The petition outlines overwhelming evidence of:
✔️ Misuse of public funds, including $120,000 in InvestNH funds meant for affordable housing.
✔️ Election integrity violations and conflicts of interest involving MacNeil and Gendreau.
✔️ Corporate tax breaks totaling $260,000 while residents face rising taxes and housing instability.
✔️ Pattern of selective governance and bias-driven decision-making that has left Littleton’s working families behind.
The petition demands immediate action to:
➡️ Remove Roger Emerson from office for misconduct and breach of public trust.
➡️ Strip Linda MacNeil and Carrie Gendreau from the ballot due to election fraud and conflicts of interest.
➡️ Invalidate the election results if MacNeil or Gendreau win, pending an independent investigation.
➡️ Launch a full independent audit of BOS financial decisions from 2020 to 2025.
➡️ Appoint an independent monitor to oversee BOS financial decisions and public input procedures.
💥 If the BOS denies this request tonight, December will move forward by seeking 25 signatures to file with New Hampshire Superior Court under RSA 39:3—which authorizes the court to compel the BOS to hold a special town meeting.

This is about more than just an election—it's about restoring transparency, accountability, and fairness in Littleton's government. It’s time for the BOS to answer to the people.
The Compliance, Governance & Culture Review (CGCR) Report is an in-depth investigation into the governance failures of Littleton’s Welfare Department and the Board of Selectmen (BOS). This report uncovers systemic violations of state law, ethical breaches, and harmful policies that have resulted in the wrongful denial of emergency assistance, mismanagement of public funds, and unnecessary suffering for Littleton’s most vulnerable residents.
Littleton Forward has compiled this comprehensive report based on public records, legal statutes, firsthand accounts, and best practices in municipal governance to demand accountability and urgent reforms. The findings reveal a pattern of negligence, noncompliance with RSA Chapter 165, procedural inconsistencies, and financial mismanagement—all of which undermine the integrity of the welfare system and place the town at legal and ethical risk.
Our objective is clear: to expose these failures, advocate for immediate corrective action, and ensure that welfare assistance in Littleton aligns with state law, fundamental human rights, and the principles of fairness and transparency.
This report is not just a critique—it is a call to action. The CGCR framework provides a structured, evidence-based roadmap for the Board of Selectmen to implement necessary policy changes, correct governance failures, and restore public trust.
